FY2020 ACCOMPLISHMENTS

  • Completed construction of the Farragut Community Center, including rental space, lobby, gym, classrooms, two kitchens, offices and storage. The building also houses the West Knox County Senior Center on the ground floor

  • Implemented Hotel Occupancy Privilege Tax to fund tourism program

  • Completed construction of a new ADA restroom and shelter, accessible paths to playing fields, entry plaza and landscaping at Anchor Park

  • Secured funding through the Knoxville Regional Transportation Planning Organization (KRTPO) for first phases of project development for improvements to Virtue Road from Broadwood Drive to Boyd Station Road

  • Secured funding through KRTPO for planning study of Jamestowne Boulevard as an alternate route for Kingston Pike/Campbell Station Road motorists

  • Created the Farragut Parks & Recreation website

  • Completed implementation of My Permit Now – an online tool for developers, contractors, homeowners and residents – that allows greater flexibility for plan reviews, permits, inspections, complaints, etc.

  • Completed operating manuals, hiring of part-time staff, expansion of programs, classes and events and rental applications for the community center 

  • Modified Town meetings, classes, programs, events and rentals to comply with ever-changing COVID-19 regulations and best practices.  This required extensive public relations and marketing efforts.

  • Redirected the tourism program to coordinate the “Doors are Opening” marketing campaign for Farragut businesses during a three-month period of the COVID-19 pandemic

  • Implemented InCode, a new financial software program with greater flexibility

  • Implemented advanced Cyber Security Program (cyber security insurance, ransomware protection, training, etc.)

  • Completed improvements at the Campbell Station Road/Snyder Road intersection that includes an extra lane to I-40

  • Updated the Property Maintenance Code and enhanced enforcement

  • Completed renovation of restrooms at Town Hall to bring them into ADA compliance

  • Processed a significant volume of building permits, including major projects like Overlook Apartments, Villages at Kingston Pike, Snyder Road Self Storage, new office buildings on Kingston Pike, Admiral’s Landing, renovation of the former Ingles site plus numerous residential permits including the new subdivisions of Brass Lantern, Brookmere, and the Villages at Ivey Farms

  • Implemented amendments to the future land use map in the CLUP to promote the community’s vision for the McFee Road corridor south of McFee Park 

  • Total building value for all Town of Farragut facilities is $28,168,315, up $2M from 2019

  • Implemented amendments to the Zoning Ordinance to promote community vision goals and governance of pain management and drug treatment clinics

  • Approved six major final plats involving the creation of 175 house lots,  numerous site plans including the major projects of Top Golf and Admiral’s Landing, utility projects including 11 small cell support structures, two KUB gas line upgrades, several miles of fiber installation and a master plan for the redevelopment of the old Kroger site and surrounding area into the Town Center at Biddle Farms

  • Held the 2nd annual Visit Farragut Songwriters Showcase with a sold-out crowd

  • Initiated construction of Campbell Station Inn Phase 3 – several lighted open lawns, walkways, lighted parking lot, restrooms and two new entrance drives

  • Initiated construction on McFee Park Phase 3 which is the largest capital project in the Town’s history at nearly $8 million. The facility will include a new entrance drive, four lighted tennis courts that will also be lined for eight pickleball courts, a five-acre great lawn, large pavilion and restroom with outdoor patio area, parking, lighted walk trails and grading/utilities for future phases.

  • Celebrated the Town’s 40th Anniversary with a variety of celebrations (before COVID-19)

  • Two Parks & Rec staffers completed testing to become Certified Parks and Recreation Professionals and another was recertified as a Certified Playground Safety Inspector. Our tourism coordinator became Certified in Hotel Industry Analytics.

  • Coordinated the Farragut Treasure Hunt

  • Growth of all Town of Farragut and Visit Farragut social media platforms, including the Town’s Nextdoor account (views increased by 374%) and Visit’s Facebook page (engagement grew by 193%)

  • Received a $1000 grant from the Civil War Roundtable for interpretive signage

  • Received the Middle East Tennessee Tourism Council’s Best Festival award for Lawn Chair Concert Series

  • Expanded Visit Farragut website capabilities

  • Completed FY2020 maintenance contracts for roadways, pavement markings, guardrail and traffic signals

  • Acquired Rights of Way for Virtue Road Phase 1 reconstruction (from Kingston Pike to Broadwood Drive), Watt Road/Kingston Pike intersection improvements and Smith Road sidewalk project

  • Completed resurfacing of Peterson Road, St. John Court, a portion of Brochardt Boulevard and repairs at Watt Road

  • Completed Advanced Traffic Management System Project Phase I

  • Completed of Stormwater Infrastructure Assessment Pilot Project

  • Received certification for two staff members in the application of pesticide and continued to meet CEU requirements to maintain the necessary certification

  • Added lights and elements to the annual Light the Park event

  • Completed phase 4 of replacing signage throughout the town to meet new regulatory requirements

  • Completed repairs and upgrading of surface to the retaining wall on N. Campbell Station Road

  • Initiated a variety of performance measures in all departments

  • Provided quarterly public training on Town policies, procedures, codes, etc.

  • Mapped commercial uses and occupancy

  • Replaced the Sign Ordinance in its entirety

FY2021 GOALS

  • Complete improvements to Grigsby Chapel Greenway pedestrian crossing at Grigsby Chapel Road, including flashing beacons

  • Complete construction of McFee Park Phase 3 which includes a great lawn, additional walk trails, additional entrance road and parking, four lighted tennis and eight pickleball courts and large pavilion and restrooms

  • Reconstruct special events, athletics, programs and classes following COVID-19 regulations

  • Begin work on an economic development strategic plan

  • Complete resurfacing of portions of Smith Road, Grigsby Chapel Road and Sonja Drive, as well as repairs at McFee Road near Bridgemore Boulevard and replace curb ramps to ADA requirements

  • Begin construction of the Smith Road Sidewalk project, from Everett Road to Andover Boulevard

  • Complete construction of Campbell Station Inn Phase 3 which includes the plaza, event lawn, restroom and parking

  • Coordinate traffic study of Jamestowne Boulevard as an alternate for Kingston Pike/Campbell Station Road motorists

  • Begin construction of Virtue Road improvements from Kingston Pike to 2,200 feet south of Broadwood Drive

  • Begin construction phase of the Town’s Advanced Traffic Management System (ATMS) Phase 2 project, which will provide significant upgrades to the Town’s signal network, including communication, monitoring and the ability to modify signal timing from Town Hall

  • Begin construction of Union Road improvements

  • Complete stormwater infrastructure repairs at 15 locations

  • Begin construction of Watt Road and Kingston Pike intersection improvements

  • Expand Visit Farragut website capabilities

  • Update or create publications: Talk of the Town, Annual Report and New Resident Guide

  • Reorganize all Farragut Museum storage areas

  • Complete and distribute a Visit Farragut rack card and dining guide

  • Expand Light the Park to other properties on Campbell Station Road and adapt programming for grab-and-go activity or performance four nights each week through Dec. 23

  • Expand employee orientation and training programs

  • Update Pedestrian Connectivity Plan and identify gaps

  • Add new Parks & Rec social media accounts (Facebook, Instagram and Twitter)

  • Research and implement changes to the pre-project meetings with applicants to identify procedures, regulations and scheduling

  • Develop marketing plan for rental facilities within COVID-19 guidelines

  • Begin development of a Parks & Recreation Master Plan

  • Identify potential use of the Campbell Station Inn and begin planning for renovations
